Research Officer - Greens MLC - Perth / Albany

The Greens (WA) Inc.

The Research Officer manages the Member’s parliamentary business and policy development, advocacy and engagement and provides policy expertise and strategic advice to the Member to ensure that parliamentary and policy work is conducted in line with the Member’s strategic goals.

KEY WORK AREAS

Parliamentary Business

  • Manage the Member’s legislative agenda
  • Provide advice on, and prepare for, Parliament and the use of Parliamentary processes including amendments, questions, Estimates, Private Members’ Bills, motions, speeches, committees, inquiries etc.
  • Research and analyse proposed legislation and provide recommendations on positions according to Greens WA policy
  • Provide advice and support in negotiations with other Parties, including government and shadow ministerial offices and staff

Policy Research and Engagement

  • Develop policy, including updating key policy documents in portfolio areas
  • Develop productive and lasting relationships with NGOs and other relevant stakeholders in relation to portfolio areas
  • Prepare briefing notes and reports on community issues with recommended options
  • Ensure the accuracy and quality of information
  • Seek expert opinion and advice on key portfolio policy areas
  • Develop advocacy and campaign strategies on key portfolio policy areas
  • Working with the Communications Adviser, contribute to communications activities.

Other Duties

  • Attend meetings and public engagements with or, on behalf of the Member
  • Assist with the general administrative functions in the electorate office as necessary
  • Liaise with Federal and State agencies and Parliamentary offices and forward information and questions appropriate to the Member and / or appropriate agency
  • Maintain accurate records and files
  • Other duties as required.

Employment conditions and remuneration

The role is full time (negotiable to 0.8FTE) and salary range is $92,098 - $110,517 depending on experience. The Research Officer is an employee of the Department of Premier and Cabinet, managed by the Member. The pay and conditions are set by DPC.

Selection Criteria: Essential

  1. Strong research and analytical skills with an ability to deliver comprehensive and succinct information in a written document.
  2. Well-developed organisational skills including the ability to prioritise and schedule work to ensure the completion of tasks to meet deadlines.
  3. Excellent verbal and written communication skills.
  4. Demonstrated ability to respond to rapid changes in focus and expectations.
  5. Demonstrated ability to work independently and exercise initiative in dealing with difficult situations.
  6. Excellent interpersonal skills, particularly in dealing with complex and difficult situations and matters of confidential nature.
  7. Dedication to the work of the Greens and supporting the Member.
  8. Ability to understand the impact and implications of issues and problems which arise in the constituency or parliamentary processes and able to consider the feelings and needs of all parties involved.
  9. Knowledge and, and connection to, the community and environment sectors in WA.

Selection criteria: Desirable

  1. Knowledge of Government and Parliamentary procedures
  2. Relevant tertiary qualifications.
